Texas State Board of Plumbing Examiners (TSBPE)
Plumbing in Texas is strictly regulated by the Texas State Board of Plumbing Examiners (TSBPE). Any plumbing work performed for compensation in San Antonio requires a TSBPE license.
Texas plumbing license levels:
- Responsible Master Plumber (RMP): The highest Texas plumbing license; must be named on the plumbing company permit applications. Required for any plumbing business
- Master Plumber: Has passed the Texas plumbing master examination; can supervise journeymen and apprentices

SAWS Service Area Requirements
For water service line work within SAWS service territory, plumbers must typically be approved to operate within the SAWS right-of-way. SAWS caps and service line connections require coordination with SAWS Permits. Ask San Antonio plumbers explicitly: Are you approved to work within the SAWS service area and coordinate with SAWS for service line work?
Texas Railroad Commission (RRC) Gas Licensing
Any San Antonio gas line work - installing a gas line to a new outdoor kitchen, gas fireplace, or generator - requires a Texas-licensed plumber with gas certification.
